The Unsolicited Program focuses on basic, fundamental research that has the potential to lead to future studies that produce practical, applied technology for utilities. As the name implies, the program relies on ideas that are developed externally and submitted to the Foundation in the form of research proposals for funding consideration. The Foundation annually reserves approximately fifteen percent of its research funds for the Unsolicited Program.
Unsolicited proposals are accepted once per year in a submittal process that begins in February. Pre-proposals summarizing project concepts are evaluated and prioritized by staff. Full proposals are then requested for those ideas with the greatest potential value for water suppliers. The full proposals are evaluated and prioritized by the Unsolicited Proposal Review Committee for the Board of Trustees, which makes the final decision on the projects to be funded.
